There is an Android APP available for free. It is supposed to get you in contact with Emergency Services like the Dumaguete PNP, Rescue One, Fire Department NorecoII etc.
According to the description if you have an internet connection it can transmit your location.
I'm not in Dumaguete so I didn't download the APP but it sure sounds interesting.

Dumaguete Emergency Free Android App is a medical, fire, disaster, police, and public utility emergency android application for Dumaguete City.
It provides landline and mobile numbers of One Rescue EMS, SUMCFI Emergency Medical Services, Dumaguete PNP, Dumaguete Fire Department, NORECO II Customer Welfare Desk, and Dumaguete City CDRRMO.
This application includes the official Facebook page of these emergency departments.
It also has a messaging, picture, and location sending functions for more convenient use – however, these application features require an internet connection for successful transactions.
But in cases when you cannot access the internet for some reason, you can still use the app by clicking the numbers you need to contact.
It’s always better to be safe than sorry.
This application is a must-have in case of emergency and will help you feel safe wherever you go.

Imagine you were born in 1900.
When you're 14, World War I begins and ends when you're 18 with 22 million dead.
Soon after a global pandemic, the Spanish Flu, appears, killing 50 million people. And you're alive and 20 years old.

The first time was in Roberson's Mall food court. This time it was Hipper Mart meat department. What did they do? They sold and charged me for ground BEEF when they really knowingly delivered ground PORK! Why would they do that? pesos of course. In doing so they make a bigger profit and destroy a very good meal. Seems to me DTI should be able to do some thing about this kind of eval profit taking. It's a shame there is no "Bate and Switch" law here. I am not against eating pork but when there is a very good recipe calling for ground BEEF, ground PORK is just going to completely change the taste and in this case not for the better. It angers me to think that retail businesses feel the need to CHEAT the public just for a few pesos. For you that do this kind of beef/pork switch-a-ru, be advised that my tung and my nose knows the difference. I will eat this recipe any way but I will also cuss Hipper Mart with every bit.
The next time you are in Hipper Mart watch out for the rats. That is another story.-

- Thread: New news June 1 2020
I went in to immigration today for an extension and below are the following updates as of June 1.
- Extensions are now available BUT, limited to 30 applicants per day. (So go early)
- Exit clearances can be done in Manila if current stay is between 6 - 12 months.
- Exit clearance with stay over 12 months must be done at BI.
- Sweeper flights - she couldn't tell me, no knowledge.

The regulation disallowing certain age groups or those wearing slippers to go around the city or enter malls or supermarkets is a clear example of discrimination existing in this country. The prolonged isolation of seniors is akin to imprisonment. It is a violation of their constitutional rights. We can understand the concern. Of course, seniors know all that jazz. They could have bade farewell to this earth if they didn't know. I wonder what is going to happen to this world if seniors weren't around to make major decisions as almost all of the world leaders are in their senior years. This aspect of the guidelines is flawed and stupid. I hope all these discriminatory regulations will be corrected soon.

It started on March 8, 2020. I hear wife screaming really loud out in the front yard and I remove my headset. She is screaming, “Jim SNAKE!”.By the time I get out there our Doberman has a very large Filipino Cobra in the corner of our fenced in front the yard and it is striking at the Doberman. I retrieve a shovel and by the time I get back the Cobra have moved north along the west wall and was going through a wire fence into the small garden along the west side of the house. I did get a very good look at it as it entered the garden. No doubt in my mind it was a full grown Cobra a good 7 or 8 feet long and about as big around as a tennis ball. I ran around the house because the gate into the garden is in the back yard. By the time I got in the garden the Cobra had escaped into the nabber’s yard and disappeared in the tall grass.
Wife said that the snake was in the Lanzone tree and that the Doberman had jumped about 7 foot into the tree and snatched that Cobra out of the tree. The snake had a rat coiled and was in the process of eating it. The snake abandoned the rat meal and the two Rottweilers finished the rats off while the Doberman handled the snake.
Now here is where the weird comes in. The very next day March 9th. the handy man was off but the house keeper was here. At about 09:00 the wife and the house keeper start screaming “SNAKE, the SNAKE IS BACK!!” I get there and I had a very hard time seeing it, it is in the very same Lanzone tree as the one the day before. I use the shovel to knock it out of the tree. It hoods up and strikes several times at the Doberman. This is not the same snake that was pulled out of this tree the day before. This one is only about half the size of yesterday’s snake. The Doberman snatches it up about mid way and shakes it something terrible. Drops it and it went right back to striking at the dog. The Doberman gave it a replay and this time throws it about 25 feet across the front yard. The house keeper is quick with the shovel and quickly dispatches it.
I can a sure you that this snake is alive and well right here in Valencia. This snake is a “Spitting Cobra” These snakes are not aggressive in fact the two we encountered did their best to escape.
That Doberman has earned my very best of respect. Last year she woke us up to a fire at 03:00 in the morning and now she handled two cobras in two days without her or us being hurt.-
