I can't comment on all of the Philippines just what I see in my neighborhood.
I don't have a real answer on what is the biggest issue but I do have a gut feel. Overloaded transformer and small diameter wiring cause a lot of problems. Overloaded transformers or lengthy wires feeding 220 volts to the house cause low voltage.
Induction motors for pumps and refrigerators can burn out from under-voltage.
Electronics for televisions and computers usually have a switching type power supply which will tolerate a wide range of input voltages (90-265 volts).

 

Nothing wrong with letting them know of your displeasure. Many times it is not about what you say, it's more how you say it.

Pinoy here, I grew up down south in Mindanao and it was beginning to get crazy there. 14 years ago my dad asked me to check on my sister who was then studying at Silliman and we were all wondering why it's taking her too long to graduate. I arrived in Dumagute, met her friends, saw the place and understood. I went back, reported to my dad and asked my then girlfriend in Zamboanga to marry me, she said yes and I transferred my small business here and called it home.

 

Different experiences and I feel sorry for those still waiting to get power back (and perhaps water) - my electricity was off for four days but I feel so lucky. Seeing people who lost everything, reading of the two patients drowned in the ambulance at Bais, realising that many are going to be suffering for months and I have nothing to complain about. I was not in the best place at the right time but I was not in the worst place either - I count my Blessings.

 

The fish used at Zak's Place is white marlin. The food is well above average
with homemade beefburgers and homemade bread baked more than once a day.
Just before Christmas the fish almost doubled in price, it stayed the same at Zak's Place.
There is no fish today as there's none in the market.

I am so sick of all this Covid19 , I could just . I am one of the old folks and the common cold could just as easily kill me as the North Vietnamese in 1966. But at 18 & 19 I was bullet proof. Now at 73 I have chronic coronary heart disease, diabetes and a host of other life threatening elements. On the out side I look quite well. When I get this Covid19 (notice I said WHEN)it will bring all my troubles to a quick END. Would I like to live longer, sure just as long the quality of life, is still in me. Do I fear death, HeII no, why you may ask. Because I have absolutely no control over when or where this old men will no longer get any OLDER. So covid19 can kiss my ey old .
