Also, online, you can check out 'Memrise'....it's a really easy way to learn languages, and they have cebuano on there
Google translate app is great for many languages and cebuano is on the list. You can add it to your phone as well.
It's good until you are trying to translate their text message short hand and shoddy spelling. You need to know the basics to use Google Translate with any level of success. (Unless you are translating proper literature.)
