Yes the PNP should be able to protect the people by all the standards I grew up with. However I learned the hard way that PNP officers are graduates from the same Criminology schools as your local security guards. They have no training in self defense and crowd control and very little knowledge of the law. There are no police academies here like in the rest of the world.
