    Thanks Dave, I do understand I am taking a risk. Been having a particularly high pain blah blah blah lately so I would rather deal with it in Manila if it doesn't work out than find out I suffered needlessly going to Cebu. If it wasn't for health reasons I would go ahead like most people seem to do and go to Cebu. That is also why in the end I called the BI office at terminal 3, doesn't matter what any other office says or thinks, just the one I will be dealing with. Will find out the real answer next Wednesday.

    edit. even then it will only be applicable to NAIA terminal 3. The other terminals, Clark, and Cebu may have different ideas about it.

    It will be reliable information for the day/month. Immigration has changed their mind on this some several times with little to no warning. I really hope he does get his ecc at the airport and they don't have a sign posted on the wall saying they no longer do the ecc at the airport...which I saw one time in terminal one.

    The reason I suggest everyone to go to Cebu is because immigration suggests it and even put a stamp in my passport saying I should get one before I leave...not as I am leaving. Call my posts sh*t and assume I'm only saying things to be a prick if you like but I have my reasons for strongly suggesting people go to a main immigration office to get one.

    That was stamped in my passport after 6 months of being in country. If it were as simple as getting one as you leave in the airport I don't see why they would be stamping that in passports. If it were a requirement only after being here for over a year why would they not put that stamp in passports after one year? Rhetorical question: because it is immigration and they can do whatever the d*mn well please whenever they d*mn well please and there isn't sh*t anyone can do about it.

    I think the answer is because it is the PI and the left hand often doesn't know or care what the right hand is doing. They probably do the stamp at 6 months 'because that is what we always did'. The opposite question to yours is why do they staple the number on a slip of paper in your passport (looks like the number hand written across your stamp) for the BI at the airport if you have to go to a main office to get an ECC? The stamp says go to Cebu, the slip of paper says go to the airport. The only obvious 'safe' thing to do would be to go to Cebu and get the ECC and I would if it was not a submitting to torture situation for me (unless there is a bus with lazyboy recliners I don't know about? haha, didn't think so.) as there is a possibility of getting cleared at the airport.

    This was the first time they have ever put that stamp in my passport at 6 months.

    Also, nothing in my passport mentions anything about where you need to go. The stamp doesn't say Cebu and the paper on the back of for the ARP, and doesn't mention anything about going to the airport (and has nothing to do with the ecc).

    This was around the same time my daughter ask Duma BOI about the ECC which I've mentioned earlier on this thread. Her return ticket was Oct 21, 2015. That printed sheet was about tourists getting the ECC at the airport so it didn't matter because she was a student visa holder. She was told by Duma BOI to go to Cebu. Still, she was told by Cebu BOI to get her ECC at the airport. I was disappointed that she didn't insist on getting it done right then and there--could be her poor English. She told NAIA Terminal 3 immigrations that she was leaving for good and then no more questions were asked when she paid at the ECC window, sorry I forgot the amount, but she also paid for an "express line". How things are done there is not strange anymore. It's best not to take risks.

    Wild thought but getting an ECC at the airport would be getting one before you leave the country.

    I know it's the PH. That press release was dated April 8, 2015.
    The new rules the ECC can be issued @the international port of exit was dated April 16, 2015 and effective as from May 4, 2015.
    Upon my previous exit from the Phils to abroad with a flight from Mactam airport (Cebu) I asked the IM officer on duty that ECC can be obtained here on the spot.Without any hesitations the answer was...............YES.
    For what it is worth!!!!!
    So far I always avoided this problem by not staying longer than 6 months.
