Thanks Dave, I do understand I am taking a risk. Been having a particularly high pain blah blah blah lately so I would rather deal with it in Manila if it doesn't work out than find out I suffered needlessly going to Cebu. If it wasn't for health reasons I would go ahead like most people seem to do and go to Cebu. That is also why in the end I called the BI office at terminal 3, doesn't matter what any other office says or thinks, just the one I will be dealing with. Will find out the real answer next Wednesday. edit. even then it will only be applicable to NAIA terminal 3. The other terminals, Clark, and Cebu may have different ideas about it.
