In Dumaguete they are mainly going to deal with expats who have died (dealing with remains) and relay information and check on expats who have been thrown in prison/jail. I believe they can also point you in the right direction for US Visa questions, though I don't think they can actually assist in any meaningful way, but I could be wrong about that. There are likely some other duties that I am unaware of.
