    No, what I understand from the article is that pensioners will receive a higher pension without the monthly premiums for people currently paying into the system going up.
    Not a smart policy obviously, because as the article explains, that means that the system will become insolvent sooner.
    The government gambles that the population diagram will keep looking like a pyramid (many youngsters, few pensioners) long enough that they can postpone charging higher premiums for now.
