One alien's nice beach is another's average beach. I would say there are more bad beaches than nice beaches in my experience. Nice being defined as a white powered sand with sandy ocean floor. This beach isn't right next to Liloan, but is in the Moalboal area. It's called white beach and pretty much a local hangout from what I saw.

Ask a local in Hawaii (or any other tourist hot spot) where the good local places are and you will likely get the same kind of answer....and if you happen to stumble across it on your own they could very well be aggressive towards you on even the slightest infraction. Nothing screws up a nice quiet local spot like a bunch of tourists.

Don't forget the Africanized killer bees. Seriously, it was probably 6 years ago and I stayed at the Blue Orchid just north of the beach, which had no beach and you didn't want to walk on the old coral without foot protection. Literally, I could walk 500 feet south and I went from no beach and coral to white sand, so it's possible the locals hid it from you or maybe you were too busy hanging out with Jack at the bar to notice. That's how I remember the sand back then, but didn't really play in the ocean. It was sandy near the shore at least as far as the tide when out. It's entirely possible things have changed, if you were just at that exact location near the Blue Orchid last month, I'll defer to you. 20 years ago when I was in Moalboal, I was told Panagsama Beach was really nice until a typhoon came through. All it takes is one typhoon, so it may look a lot different these days.
