    There is. Philippines is one of the few countries that uses 220V at 60Hz (the most optimal combination according to Tesla...they did something right).

    Most complex modern electronics (laptop/cellphone chargers, DVRs, gaming consoles, etc) are, generally, going to convert the input power to what they need. Simple electronics (kitchen appliances, alarm clocks, lamps/lightbulbs, etc) are, generally, the exception.

    If you see "100-250V" and "50/60Hz" as the "Input" written on the box or item then it will work in the Philippines (and pretty much anywhere else in the world you are going to want to visit).

    There are various ways. You can do it through your pc, many modern tv's from 2011+ actually can do it as well but do require a usb. Further things like dvr's and the like.

    Its long past time to ditch the old VHS box and tapes. They are so dated its just not a proper investment to deal with especially as getting tapes can be a major pain and few can services an old cruddy vhs player that is dying or dead.
