Most complex modern electronics (laptop/cellphone chargers, DVRs, gaming consoles, etc) are, generally, going to convert the input power to what they need. Simple electronics (kitchen appliances, alarm clocks, lamps/lightbulbs, etc) are, generally, the exception.
If you see "100-250V" and "50/60Hz" as the "Input" written on the box or item then it will work in the Philippines (and pretty much anywhere else in the world you are going to want to visit).-

There are various ways. You can do it through your pc, many modern tv's from 2011+ actually can do it as well but do require a usb. Further things like dvr's and the like.
Its long past time to ditch the old VHS box and tapes. They are so dated its just not a proper investment to deal with especially as getting tapes can be a major pain and few can services an old cruddy vhs player that is dying or dead.-
