Yes, that was last Friday. ECQ isn't in the offing... yet. Cebu City is doing well. Negros and Bohol aren't. Bacolod and NegOcc are tring to keep it down to 3,000 cases, it looks like, with much better testing capacity. The situation isn't dire, but all seniors s/b very cautious.
Yes Cebu City went through their surge back when ECQ was a politically acceptable thing to do. Since then the political will has changed with additional restrictions being politically resisted. Now Negros and Bohol are going through a surge without the tools to deal with it.
I think it is being resisted as the lower classes in the country simply cannot feed themselves when everything is locked down and the government can't offer the required assistance to keep them alive. When you live day to day being ordered to stay home and not work can be a death sentence. Strict quarantine is a greater risk to their health than the virus is.
