    My girlfriend took the photo but doesn't know what it is.

    It's surely a triggerfish (balistidae).
    Looking to the tale shape it could be a Odonus niger, but I am not sure.
    There are so many different types of trigger fishes.
    I guess this one was captured in an aquarium and had just visited the beauty parlour for an eye make-up :smile:

    This is a leatherjacket fish (see Wikepedia)

    well there's should be an expert somewhere...a fisheries' inspector might know because we are only guessing..

    as matter of fact, Jelly is an expert.

    In this picture i would get a step further and say it is a Queen Triggerfish (or very close relative).
    The Family of Triggerfish has about 40 Variations. For non-diver the Clown Triggerfish is the most famous one, while the Titan Triggerfish is very famous with Scuba Diver and cause nasty bites, they are also the only natural enemies in this region here of the reef-destroying crown of thorns

    Triggerfish are very easy to identify due to their unique bodyshape.

    A wonderful divesite to watch thousands of red-tooth Triggerfish is the gentle drift from Rock Point East to Rock Point West at Apo Island.

    Manaiahills, you don't have to be an expert at all to distinguish a trigger fish.
    Any diver (if he dives !!) will recognize it as a trigger fish.
    So no need to search for a "fisheries' inspector" but simply ask someone who dives. Don't tell me YOU dive as well :D
