⌛ leasing foreshore ground ?

hi all,
I currently live in bohol[work part of the year in uk] and am thinking of moving to dumaguete[have visited a couple of times , enjoyed the forest camp and treacherous hike to waterfall.. lol

When i was last there,i saw some potential on the foreshore for my idea[iv lived in the phils on and off for about 6 years

My idea is family fun orientated and is not alcohol or food based,I think its a great idea and im sure will be enjoyed by all.

What do you think my chances are of leasing a bit of ground on the foreshore ? [no permanant structures too be build other than some foundation work}
I am at present in UK, any thoughts you have would be appreciated,
