Try the fourth level of the Portal West building. There are plenty near downtown and Silliman, just look around. There's one near Appliance Centrum and Belcina Jewelries.
Try to check also along Silliman Avenue. There are several vacant lots along that road. There's nothing like an al fresco coffee shop here in Dumaguete.
