Rhoody is correct. You need to write out what you need. This will be necessary pretty much whatever route you choose. I'm actually a pro web developer but I'm pretty much booked up for the next month at the least.

That's a template for a "request for proposal" which you would use to communicate to the developer what you need. Once you have that, then you would be ready to get quotes.

One good way to get an idea of how much people would be willing to do your site for is to post your RFP as a job on odesk.com or elance.com or both.

Once your post shows up on those sites, developers can bid on how much they would charge for your project. You can then interview those developers and pick the one who gives you the "warm and fuzzies."
