this 'coolest towns' thing is basically a colonialist idea. The British had it in India, with the notion of 'hill stations'. There are loads of hill stations in India, at least 30. The entire ruling colonial class would try to escape the hot season by going to some elevated retreat. The French had it too, with the Bokor Hill Station in Cambodia. The Americans adapted the idea with Baguio which they basically constructed from scratch only a century ago. But as far as I know the Thais, who were never colonised, never went in for it, the same way. Nearest thing they have to it is perhaps coastal Hua Hin, which was the traditional hot season escape from Bangkok, where the most powerful families had, and still have, summer homes. a lot depends upon the topography, whether the summer 'cool town' is beach, or mountain.
