I used to think that one of the few off-line apps that had a "tomtom-like" solution for the Philippines was maps.me (you download the app and maps while you have wifi, then it will work while on the road even while your phone is offline). However, the quality of the directions is below par (you keep getting told to "go straight", even when the map clearly indicates you need to turn). While on vacation in Europe recently I discovered that the google maps app no longer requires you to be online while using the directions thingy. You can now download the maps and use them for driving directions also while offline. The big plus is that the instructions are much much better than in the other app.
Did you tried Here maps also? The quality is quite high for Europe. And they are free and provides offline navigation.
