Keep in mind the median Philippines IQ is 86. An IQ of 130 may indicate exceptional intelligence while an IQ of 70 may indicate mental retardation. So if half the Philippines population are below the 86 bar, they are obviously close to 70.
The problem with this narrative is that many Filipinos do not have the education system available to them compared to the wealthier Asian countries with high ranking IQ’s. Still, it is what it is so be aware.

I have read that poor childhood nutrition and high levels of lead from some domestic rice sources have not helped the situation. Some countries in central Africa seem to be in the 80 range. Also, poor nutrition for the mother has a terrible effect on brain development of the fetus where the damage never completely heals itself.

I find that hard to believe. May I ask where you got that number of 86 from?

    This is from Quora.com

Many might point out that it’s 86 because that’s what Richard Lynn and Tatu Vanhanen put the country at from the results of an IQ test they had access to.

However, that IQ test dates from 1972, and it’s erroneous to only use that to measure the IQ.

There has been 3 other tests(that I have gotten hand on) later on, and those have better sampling rates, putting the IQ at all from 92, to 94 and as high as 97.5.

Thing is, as I’ve seen with Southeast Asian nations, almost all of them have IQ surveys that resulted in a score as low as 75 to a high as 104. IQ is kinda difficult to measure on average in this region probably due to the long history of caste systems and its proximity with China.

Here’s the links to those surveys

94 IQ(you would need to purchase access for this one)

    92 IQ

    97.5 IQ

Perhaps a bit harsh to suggest half the population of The Philippines are close to mental retardation then, no?

Improved nutrition, health and standard of living are probably good predictors of IQ score averaged over large populations. Still, China with its very high 106 average is one of the highest despite being a very poor country until very recently.

I think you have to look at any type of study like this with a whole lot of skepticism, so many factors involved but does anyone really think that testing in these poor countries can actually be accurately administered and reported efficiently enough across the whole population to be meaningful? I would say that the poor countries have some advantage with regards to IQ, malnutrition and exposure to toxins like lead, mercury, etc. are well documented to lower IQ and are some of the only known environmental determinants, you fix those problems and IQ's will go up. In developed countries those problems have largely already been fixed, there are no easy fixes to raise IQ for them.

It would be interesting if we could track the effect "brain drain" has had on the Philippines as well, and in Cambodia where the Khmer Rouge genocide wiped out a whole generation of intellectuals as well.
