I think LBC deliveries from the NCR come in by plane, not by truck, and the plane crew doesn't have to leave the plane at all. So that is a relatively easy to handle case.

In theory they could also swap cargo or even just drivers in the ports and not allow delivery truck crews from other islands to enter.

Dauin. We were stopped on the road yesterday and scolded for 5 minutes for not knowing about an EO issued hours before. (rolling eyes). This morning no one I saw on the street was wearing one and there were no patrols. So yeah, random mode as usual.

Extremely disappointing to me; I'm even angry. I was really hopeful this morning that the ECQ would be lifted on the 18th as-planned, as there is no outbreak anywhere in Central Visayas Region; a few more cases come-up, they can handle it now. There seems no justification for Extension so long, causing such damage to most people's business and lifestyles. My wife's previously-good business is steadily strangling, and soon we won't be able to pay bills. SO many pinoys around us are in worse conditions, zero income and no food for family. This policy makes no sense!!

So what are the primary industries in N.O. Sugar, coconuts products, retail? Are sugar and coconut products still being exported?
Tourism income going to suck and OFW needs a restart. Mall taxes can’t keep the economy going. So my point is perhaps the Philippines government will send minimum funds to N.O. that is enough to keep the need to open the ECQ priority?

Too bad but not really unexpected.

Most importantly - he clarified the liquor ban. "no drinking in public places" sounds much better than "not allowed to sell". Hopefully the misled stores (and cops) will take note of that.
