⌛ Questions regarding DENR rules and guidelines for beachfront properties

I need some info about some DENR rules / guidelines in owning a beachfront property. My question is not specifically explained in their rules/guidelines like the following:

1. I know that removal of the beach rocks are illegal, but, is relocating them somewhere, so that we can have an area to swim safely also illegal?

2. How much number of people are allowed to swim per ? square meter of the beach?

3. Are speedboat(s) / motorized banca allowed to be anchored in front of your property?

Thanks! No problem then as my family can talk to the Mayor..we'll just promise him Dauin, Valencia and Siaton votes for the next election.. :-) if he wants to run for the province.
