It's always hot. April is generally hotter and dryer (fewer clouds, lots of sun). December the coolest (relatively speaking). July is just before typhoon season which usually starts sometime in August. In general, July should be ok weather, at least, that's been my experience. Never any guarantees on tropical islands.
I hope you don't have to spend your entire visit in Manila. There are so many nicer areas.

It's hotter than hell in July. Especially if you're in cemented metropolis like MNL.

Baguio has gotten very crowded over the years but it's still nice to get up into the cool, fresh air if you can. Long drive though.
One Hundred Islands is an option if you're going to be at Clark anyway.
Going south past Manila a trip to Tagaytay/Taal or farther to Batangas might be enjoyable.
A road to Boracay? No such thing. You have to take a boat. I usually fly from Manila or Clark to Caticlan on Panay then take a pump boat over to Boracay. In spite of the development on Boracay, which I believe should have been MUCH better controlled, it can still an enjoyable place to visit.
Be prepared for the constant stream of vendors wanting to sell you watches, sunglasses, massages, boat rides, etc...

You can take a ferry boat from Manila to Iloilo...I've never tried it, never have the time for long boat rides...but it can be done...and cheaper than the plane. Then buses up to Caticlan I presume...

And the weather in July. Hot, humid, and likely rain showers many, even most, afternoons for up to an hour or so...I like it though...

MBRS Shipping Lines has two ships that go from Manila Bay to Caticlan on Monday, Wednesday and Friday. It leaves in the evening and arrives in Caticlan the following morning.
A RoRo (Roll On - Roll Off) vessel operated by Montenegro Shipping Lines leaves Batangas to Calapan, Mindoro. From there drive to Roxas, Mindoro, then take another RoRo to Caticlan. You have to park your car at Caticlan. No cars are allowed on Boracay Island.
