I believe that the original poster was addressing his question to the foreign visitor in the Philippines. I will attempt to respond to it based on my own limited experience, both good and bad, in Dumaguete.

Cash advances take two forms: those given at the ATM; and those obtained inside the bank. Two types of cards can obtain a cash advance: a major credit card such as VISA or MasterCard and a bank card, issued by individual banks.

Credit card at an ATM and inside the bank. My experience is with a VISA card issued by TD Canada Trust, a federally chartered Canadian bank. My experience has been a mixed one: excellent in Cuba; middling in the United Kingdom and terrible in the Philippines. I became unexpectedly locked out after an attempted transaction at an ATM at a Dumaguete bank branch and my home bank, when reached at its 1 - 800-number, was unable or unwilling to assist. I used the same card, successfully, inside a major Philippine bank's branch in Dumaguete - but the transaction required one hour of my time and at least seven signatures when one alone would have sufficed anywhere else in the world. I cancelled that credit card on my return to Canada and bluntly told my bank the reason why. The bulk of my retail card purchases have now been transferred to its major competitor's card. For those who choose the credit card route, be advised that TD Canada Trust charges 3% across-the-board to dispense cash either inside or outside the bank. I believe that this is a typical charge and may be additive to any charge issued by the owner of the ATM actually utilized. It is advisable to quote frontload unquote, a credit card with cash at the approximate rate it will be required plus a reasonable reserve for contingencies. This may be done in several sequential transactions in order to eliminate interest charges.

Bank cards at an ATM. Most banks now issue their own bank access cards to permit individual account holders to conduct transactions. They form alliances with other banks at home and abroad to permit similar access to be performed outside their service area on a reciprocal basis. Amongst the various available alliances, my bank, TD Canada Trust, subscribes to both "PLUS" and "Interac". To succeed in obtaining funds using a bank card at an ATM, it is mostly a matter of finding a bank when traveling, which is affiliated with your own bank. In Dumaguete, I found the ideal solution to my financial transactions to lie at the Bank of the Philippine Islands located diagonally opposite McDonald's and directly opposite to the east of Quezon park. My bank card worked perfectly each and every time I used it! My bank charges CDA $5.00 per transaction. The bank of the Philippine Islands, charged me nothing more. I do not know what the daily withdrawal limit is, but I had no trouble withdrawing 20 K. pesos each time I required funds. You should check the availability of banks corresponding to your own prior to traveling, because ATMs which honor your bank's card may be less frequently encountered than those honoring a major credit card. I had no requirement to ever use my bank card inside the bank.

    I hope that this helps!

Moving Allong, if there is a Well's Fargo Bank where you are, try asking about their ExpressSend Service...this kind of service is connected with the BPI (Bank of the Philippine Islands)...

I now agree about the 10K limit for bank card withdrawals from the ATM in front of the Bank of the Philippine Islands. This is a change from my experience in January of this year.

Although BPI makes no charge to me for the use of its ATM machine, the new limit doubles the effective charge to me as my own bank in Canada (TD Canada Trust) levies a fee of CDN $5.00 / transaction. Thus my cost is twice what it was only several months ago. It is still affordable and convenient. Today's exchange rate was over 41 Philippine pesos to the Canadian dollar. Yahoo!
