    it depends

It depends Carl, if the respective Americans behaves correctly :D
    Welcome to the forum btw.
I'm European but I don't believe that it differs which continent you're from. As long as you behave as a good visitor in another country there are no problems to forsee.
I don't imply here corruption and bureaucracy and Karaoke noise :D
But that was not your question: It's quite safe IMHO.
I feel safer here than in a lot of cities in my home country (the Netherlands).
Are you married with 2 children or with 1 wife ? (just kidding :D Hope you don't mind)

NPA activity is well, limited mostly to the mountains,( and then towards the southern most end of Negros) inaccessable to most foreigners anyway. It is, shall we say a cat a mouse game between the PNP and the NPA, normally there are not too many conflicts, the city is completely free of any hostilities. Dumaguete is a safe haven as well as most adjoining communities. Foreigners to my knowledge have not been threatened by any NPA around here. Not like the muslim extremist groups in Mindinao that you hear about kidnappings, and these are isolated examples.
I would worry more about purse snatchers and common theivery. But not to say this is a big issue either.

Once you are here, you quickly get the picture. Many will advise you, and filipinos will be very protective of you telling you what to be careful of.

your question is one I think we all asked at least once before comming to the Philippines. The threat to your well being you may have read about (CIA fact sheet) is overstated, in my humble opinion.

Carl, Dumaguete city is really a nice place to stay.. i agree with them, it's up to you how you are going to behave yourself... every country has its own law to follow.

Mind you, there are lots of foreigner staying in our city even if there wives are not from dumaguete.

NPA's, are not really on the city... they usually stay in remote area...hehehhe
just to be joking... the place is peaceful and wonderful.
