Cayotes, try this.

Fill your mug with Mineral water half-empty or half-full. Get a plastic glass (plastic cup) with smaller diameter and push it at the center of the mug to push the water at the side. Do something to hold it still and freeze it.
Once frozen remove the plastic cup, pour cold beer into it and I will be your customer once I get back to Dumaguete.

at 25-35PHP a beer, it'd cost me more to make them in water, electricity and time! so if it's ok with you send me 15000PHP for a big freezer to freeze all the ice mugs in then i can just charge you for the beer, i don't think so. people here go to the place where beers 1php cheaper, and like to complain about how warm the beer is, sad but true.
