Before I go visit other countries I normally get an International Drivers Permit so I can drive in the country where I visited, in the US I go to AAA and they offer International Driver's Permit that can be used with the list of countries that recognize it including the Philippines as long as you have a valid Driver's License issued form your country, so I'm pretty sure there should be one there in the UK. Having an IDP along with your UK license, it will let you drive overseas, including the Phils.
Try this website or google how to get an International Drivers Permit from the UK.

International Driving Permit : International Driving Permit - IDP - The AA

An International Driving Permit is NOT a driver's licence. It is a form of identification. The national automobile clubs of the various countries have a monopoly on issue. They will ALL tell you that it is needed when it is not. It is in their financial self interest to deceive you.

Go ahead and throw your money away. It will be good experience for your visit here. (Only half kidding.) Your UK licence will most certainly do the trick.

I believe that you asked the right question when you mentioned hiring a car and driver. You will find the hire very reasonable to afford. You will be saved considerable bother. You might end up with a very knowledgeable guide as wellMost of all, you will be helping to create needed and appreciated employment.

I am only sharing from my own personal experience, I went to South Korea, Japan, Thailand and Singapore, and I have personally used the International Drivers Permit since 1999, yes it's a Driving Permit like I said, and it gave me the freedom to drive around legally and I certainly did not throw my money away for the $30 fee I was able to drive vice paying an emormous amount and taking a drivers test for an actual drivers license.
In the back of the IDP is a list of countries that are suppose to recognize the IDP and it did in my experience. The Philippines is on that list but I did not have to use it in the Philippines because I already have a Philippine drivers license, I grew up there.
I had one issued from the Philippines, which I used in the US before I got my US dirvers license and I have one issued from the US for overseas.
But in the same token, he can check and verify with the LTO and see if they really accept this IDP from the UK for local use, to be in the safe side, or if his UK license is good enough.

As far as the LTO rules go, a foreign drivers license that is printed in english (ie no Korean, chinese, arabic etc) may be valid for 90 days upon entry to the Philippines
