If I maybe allowed to say so... I would like to share my ideas regarding this matter being a former Bank's Loan Officer.... You ought to visit your local register of deeds likewise with your local assessors office to check the latest record of your Lot No. The question lies ahead that, " Why your docs was initiated 1941?... did you pay the property tax annually?... then, if you have updated payments of the property tax then why weren't you able to secure a latest owner's copy?... Therefore...failure of all requirements shall seek the nearest heirs of the property and shall also seek assistance from a lawyer. However, local government offices will guide you the proper steps of obtaining the tct or the owner's copy of the property. Thus, declaration is not sufficient evidence for ownership, you need a tct after that oct that you are holding currently especially if the original owners are all dead. It would still be the best move to approach the person in authority than just seeking here, in short... this is just merely according to my humble knowledge.
I hope I have shared something worthwhile...
    God speed!

    Ok, thank you Custom broker,

We know something more, but it seems we realy need a lawyer to do this job. Our knowledge of the Philippine law is not enought.
