I don't know if it is the common practise but my OWN experience was (for myself and what I heard from another foreigner) that when I made an appointment AT THE HOSPITAL the doctor was NOT there at the agreed time.
And ......I had nevertheless to sit in line and wait till he came (1 hour later) and the other people in front of me were of course first.
No, there was no emergency case for the doctor but maybe he had a quarrel with his wife. (That's not however what he told me :D)
But I have meanwhile managed to keep my angryness a little bit better hidden

I have had to sit in line every time i want to see a Doc, usually in a tiny waiting room, with recirculating air conditioning and with a whole bunch of people generally sicker than me. Generally ended up worse than when I arrived. I guess it could be said it is one way of generating more business
I have figured out if it is sometimes better to go to the Emergency Room, if they are not busy they will see you and generally give you an air-conned bed to rest in while you wait.
Now, the risk is that they may really find something wrong and lock you up.
Not sure how it is in Dumaguete, but it sure works in angeles City.

You may try doctor Yee in Holy Child hospital, he does also minor surgery.
Dotor Yee is very good but due to the fact that he does also minor surgery in the emergency room he is not always available .
Not so far from the cabinet of doctor Yee there is also a female doctor with the same qualification.
It should be possible to make an appointment for both of them but normaly it will not make much difference and it is more expensive.
Try to go early in the morning.

You might want to try Dr. Junabeth Credo at Silliman Medical Center (035)420-2250. I like her and think she is pretty good. The drill goes like this. Call for an appointment. Send someone at 7am on the day to get a priority number. Call about 10am to find out when your number will be called. The receptionist will give you a time but you can plan on sitting in the waiting room for at least an hour. Bring a book, relax and try to keep you BP under control. Good luck.

I probably shouldn't tell this secret, but I guess I am feeling generous.... If you subtly tip the receptionist, she will usually insert you to be next in line...not much, just P50 or so.
