My Fiance will be running out of cash soon. He thought that he could use his debit card to withdraw money here in the Philippines through ATMs here. But, unfortunately he can't, we tried it many times in almost all banks here Dumaguete. We also tried to transfer cash through western union, money gram and xoom but all of those don't work for they need to verify through calling the home phone number of my fiance that he used to sign up on this debit card.

We also called his bank to let them know that he is in the philippines but they said he should have inform them while he was there but now he is here.

Is there anybody here who tried to withdraw cash through over the counter or cashiers on the banks? If so, what are these banks? I hope you could help us guys...

    Thanks a lot...

    No trouble

I have been using one over seas for over 20 years and had NO PROBLEMS. If I were to use my credit card for cash I would have to pay a large cash advance fee. There for any time I need cash I use the debit card.
I think your problem is with the bank in the states. I always notify my bank just before leaving for any out of the country trip. I also tell them when we will be returning. Just be thankful that your bank is looking after YOUR MONEY. I'm sure if you were to lose your card you would be really glad if they did the same thing to any crooks that might get your card. Look at it on the bright side, at least the crooks don't have your money.
I use BDO for over the counter cash withdraws from my debit card any time I need a large amount, safer that way. Every robber in the world knows that the ATM is a "CASH MACHINE!", even for them.

    ccard

Try calling the security section for your bank /or c card. They may be able to help. If the 800 # does not work get a PLDT discount card at the PLDT office it cost . 3 cents a min. to call the states.

    Good luck

 The problem is most certainly with the bank back home. Unless you tell them you are going overseas they will presume you are still in your Home Land, When the card appears in an ATM abroad an Automatic Block is put on it, I am in Spain on a British Card and travel regularly to Dgte but always tell them where I am and how I will get there, Never had a problem. Try the PNB for over counter service, Find a IT cafe ( Scoobys) and do it by email as this will prove to your bank it is you and print off the mails to show the Bank. BEST of Luck in your time of need. JP:rolleyes:
