Is there a good computer repair person or a person that builds computers in Duma?

The're lots of stores with OJT technicians on board with them:-) , When you personal check them, post the detailed specs and price here 1st before buying so that we can double check if they screwed you up,,,heheheh

Todays standard PCs running Photoshop CS 4 without any issue and fast. you basically just need a good 22" or 24" monitor.
For repairing I would not trust anyone in any shop in Dumaguete if it is more than a cleanup

    Php1850

    Optical Drive: Lite-On 24x DVD-RW
    Php1400

Here you find probably some of the best prices in the PI:

    http://www.enigma-phil.com.ph/Files/Pricelist.pdf

you won't get them in Dumaguete and can calculate 10% more. This list gets updated once a week or so.

But if you really need it mainly for Photoshop, you ain't need anything special

He's been doing a lot of work in raw.

when I get the specs I'll share them with you.

photoshop does not support .raw files !

there is now a plugin available which supports .raw import but only from the following cameras:
    # Canon EOS 550D (Digital Rebel T2i/ EOS Kiss X4 Digital)
    # Kodak Z981
    # Leaf Aptus-II 8
    # Leaf Aptus-II 10R
    # Mamiya DM40
    # Olympus E-PL1
    # Panasonic G2
    # Panasonic G10
    # Sony A450

.raw files can be modified in lightox and converted to .dng files which are ok for photoshop
