If anyone requires an update on applying for a marriage license, I have just completed the multiplicity of requirements in Dumaguete.

Marriage License Process As requested, following are the numerous steps and paperwork my fiancé and I went through to successfully apply for a Philippines marriage license here in Dumaguete. Note: I am a U.S. citizen with a permanent visa to there could possibly be different request for documents for others. Requirements: Fiance must reside in the Philippines town you are applying for at least 6 months. The following website “Getting Married in the Philippines” Getting Married in The Republic of The Philippines -- Philippines Marriage License Information, details age, parental approval, and other pertinent requirements. It also states, appropriately so, that there may be other local requirements. Local requirements for Dumaguete were as follows, nominal charges for each. Please note the underlined necessary documents were required: Fiance must live in Dumaguete (or any other city or town you are applying at) for at least 6 months. Fiance - NSO ‘Certified Copy of Birth Certificate’ – 2 copies Fiance – ‘Barangay Clearance’ (has its own requirements) Fiance – ‘Police Clearance’ (has its own requirements) Fiance - City Hall “CEDULA” (Community Tax Certificate) Fiance – NSO “CENOMAR’ (Certificate of not married) Foreigner – ‘NSO CENOMAR’ (Certificate of not married to a Filipina) Foreigner and fiance – U.S. Embassy or Consulate ‘Legal Capacity to Contract Marriage form’. You must show your ‘Passport’, (if previous married, should have Divorce Decree or Death Certificate in case he asks to see, I wasn’t asked for it but you need it for license application anyway), fiancé had to show picture ID to enter consulate (she used her Postal ID), Fiance’s NSO ‘Certified Copy Birth Certificate’, then both myself and fiancé filled out and sign ‘Request Forms’. Cost was $50 or equal pesos. At that time the Consulate General signed, notarized, and issued the ‘Legal Capacity to Contract Marriage form’ document. Mandatory Pre-Marriage Seminar – City Hall POPCOM Office Foreigner and fiancé go to City Hall POPCOM to fill out the mandatory ‘Pre-Marriage Seminar Form’ and the go to City Hall Treasury to pay for seminar. Go back and fill out a questionnaire and schedule seminar, they normally run once a week on Tuesdays in Dgte. Once you attend you will then receive a ‘Certificate of Completion’ which you must make another copy of before presenting all your paperwork to apply for the license to the City Hall Local Civil Registrar (LCR). ‘Marriage License’ Request After seminar completion, Foreigner and fiancé (and in my case, fiance’s parents) bring all required documents underlined above to City Hall LCR Office. Fiance - all documents underlined above Fiance – Parents appear in person (in my case, fiancé under 21) signature on LCR ‘Parental Consent Documents’. Foreigner - All documents underlined above including passport, visa, divorce decree, certified copy of birth certificate. LCR Adminstrator will review all documents for completion and if complete will have foreigner and fiancé will out 3 copies of the ‘Marriage License Form’. Go to the City Hall Treasury and pay fee. You are now complete with the paperwork. Your ‘Marriage License Notification’ will be posted on the City Hall bulletin board for 10 straight days, less holidays (Saturdays and Sundays counted as part of the 10 day waiting period). ‘Marriage License’ issued following the waiting period.

Just a little thing here, after the seminar and acceptance, we are talking 21 days for issue of the passport, THEN! you can start the visa application. Passport (Philippines) Requirements for Wife Are you saying there is a seminar and multiple trips to Cebu if my wife is applying for a Philippines passport and visa to the U.S. and the waiting period is 21 days? Is it hard to get her a visa if we are not applying for US citizenship for her? Thanks
