    Welcome on the forum Mark.
It is not easy to answer your question when we don't know what you really are looking for.
A simple, quite, cheap ....etc...Beach Resort.
A resort with an excellent kitchen ? A swimming pool required etc....etc...
A nice beach (white sand you don't find but at Monarch Sands you have the nices sand of the ones you mentioned.

Edelweiss is a nice bar and can offer many kind of drinks.
For dining you have to try it yourself because you get always different opinions about what someone likes or dislikes.
    That is MY OPINION

Thanks so much Jellyfish, To give you more of an idea, I am coming with my car and there will be 2 couples. Just looking to get a good taste of Dumaguete. Looking for a place with a nice pool at a decent price (say 1500php). Want to know a few good restaraunts and probably just walk around town during the day when we not swimming. White sand beaches not necessary.

Monarch Sands has no swimming pool but as said the nicest beach of the ones you mentioned.
I personally should prefer then Sta. Monica, but I am not aware anymore if they have rooms for that price bar you mention. Check it up on their website.
Many restaurants now here, but OF COURSE not comparable with Cebu City, although you have enough choise imho.
Try Casablanca, Edelweiss, Why Not (all European style and management) and other Filipino restaurants like Laguna.
Look further on this forum and search for restaurants. Many postings from members what they like and dislike.
If with a car, you can easily go around to select the places of your choise.

Mac Mark, the only resort I am aware of for that price range in or close to Dumaguete is El Oriente Resort Resort. Note, you get what you pay for. Santa Monica BR is probably a little more expensive but in my opinion they have the best seafood restaurant in the back, lots of Lapu Lapu, squid, big prawns and even chicken, pork and steak. I concur with other restaurants already suggested to you. A little further away in Dauin is Mike's Resort and El Dorado Resort, both good reviews on this forum and good food.

Santa Monica has nice rooms, nice swimmingpool and nice restaurant but it is very popular for marriage or other occasions.
You may feel a little "out of touch" if a party of 200 or 300 people is going on in this hotel.
Just in case, ask the receptionist if there is a big party going on while your planned stay.
