Ha, every time (not often) I got stopped, I told the police I'd been in PI for "about two weeks" - even if it'd been almost two years! They don't know any better..so

I got stopped on a rental last May. Same question - same answer.

..I'll have to get my PI license renewed. It's been expired for quite awhile

Well if your willing to pay 1200 for something that costs about 600, OK.
I know for a fact foreigners are required to have a Philippine license. There is a lot of misinformation. If you are in an accident and don't have a license it will cost you and you will be assigned blame, (if you are a foreigner, you will be most likely blamed anyway).

If you come from an English speaking country, all you need is your license and a drug test, foreign language licenses require official translation.(not yours).
Last I knew Dumaguete didn't have a plastic printer, that may have changed.

Renewals are easy if you can plan a trip to Cebu. There is a one hour renewal office at SM Mall. And yes I did it in one hour, but play the game and push your way to the front, claim old age, disability, and look pathetic and you can do it.

There is an LTO office at the rear of Robinsons Mall, where you can also do the "pee in a bottle" test next door. The main LTO is at the rear of the Capital building.

You will have to take a test, although it's a bit of a farce. My UK licence covered me for everything from a skateboard to a 60-ton tank steered by its' tracks. I was told I could rent the hire car at the side of the main LTO for 150 peso !!!
To save time, I did so and took the test. Total time 4 minutes. Once round the block making 4 right turns and never got out of second gear.:D Instant pass and congratulations on being an "excellent" driver.! 20 minutes later, after yet another photograph, I had a Philippines licence.

Drugs test was done at the Robinsons site, although there are plenty of places to do it around the main LTO.

Driving test was done at the main LTO, behind the Capital building
