I have no experience with attorneys in Dumaguete but I wonder why you would need an attorney to recognize a legal document produced elsewhere? If the divorce is valid it will accepted by the agency or ministry that requires it as long as it is official and not just an unvalidated photo copy.

Seabee, if you are still living in California, just make sure the documents are "certified copies" as Jerry said.
I brought with me a certified copy of my birth certificate (the one I used for my passport) and a certified copy of my wife's death certificate (from Texas), as well as numerous non-certified copies of each, and they were readily accepted here by both the US Consulate in Cebu and the local officials here to obtain my marriage license. I showed them the certified copies and gave them a non-certified copy for their records (always keeping the
    certified ones).
But, I am sure not an attorney, so your situation may be different.
    Good luck.
