Can a foreigner obtain a Discount Card?

    Philippine citizen is not the same as resident citizen of the Philippines.
    A senior citizen ID is not limited to Philippine citizen but to resident citizen of the Philippines
    And that makes it not so clear as it is always the case in the Philippines.

    A RESIDENT CITIZEN is someone who has Philippine citizenship who lives in the Philippines, as opposed to a non resident citizen, who is a Philippine resident who lives overseas.

    A foreigner, unless he/she has taken the oath of citizenship, is NOT any type of citizen of the Philippines. They can a resident ALIEN.

    Thanks, Larry. The reasom for bringing this question to light has to do with 2 foreigners, not married but they are Permanent Residents. Telling me about their Senior Citizen Discount Cards, where to get them and the cost involved. I will recommend them to not use the cards due to the stiff penalties and/or deportation after reading RA 9994.

    Yes, over the years I have known several foreigners that insisted they were entitled to a seniors card. Simply put, a permanent resident is not a citizen, no matter how they try to turn that word around, it still comes back the same way. The terminology is not too difficult for those who really want to know the right answer. Reading the penalties would make one wonder, is it really worth it?

    Another aspect is morals. This is one of few social programs the Philippines has for it's seniors. As a foreigner, should we be forcing a business to give us a discount? Unlike much of the rest of the world, many businesses here run on very small profit margins, often less than the 20% discount that businesses are by law mandated to give to seniors presenting a card. Of course, they must pass this cost on to other customers, usually to the poor working class Filipino. Somehow, I would question the morals of any foreigner who would use such a card in an effort to force a Filipino business to give them a discount.

    I echo that! I have met the immoral's in Dumaguete and knowing that you can get a Senior Citizen Discount Card arranged by a Travel Agency for the price of P2500, makes me feel sick. They are advantage takers and I hope they will be kicked out of this country soon. They make the good law abiding foreigners living here look very bad. I like RA9994.

    NO problem. I just wanted keep the original question in place, because I often see threads turning in to discussions which have nothing to do with the original question asked. In my opinion
    there are to many commentators commenting on many different discussions, with out having any knowledge about the subject matter itself. Just MHO.
