LTO deputizes 77 police officers to conduct checkpoints

    Seventy-seven police officers in Negros Oriental were issued deputation orders by the Land Transportation Office in Region 7 to help in the enforcement of Republic Act No. 4136, or the Land Transportation Code of the Philippines.

    PNP provincial director, Senior Supt. Rey Lyndon Lawas, received recently the deputation orders of the 77 police officers signed by LTO regional director Raul Aquilos.

    He directed police stations all over the province to conduct as many checkpoints as they can, to deter the commission of crimes.

    Lawas said he wanted to correct an impression that the authority to issue Temporary Operators Permits is being used by unscrupulous police officers to extract money from erring motorists, and that, it is prone to abuse.

    He is expected to gather all the LTO deputies of the police to remind them of their responsibilities and his expectations for the successful enforcement of the special law.

    Of the 23 police stations, only Bayawan City, Tanjay and Mabinay do not have deputizations from the LTO.*JG

    The last checkpoint was on Valencia Road out side the Edelweiss Restaurant.
    Not a good place for a checkpoint. Most people turned in to Hypermart to avoid the police and many just made a U-turn and went back to town.
    I hope LTO have learned how to set up a check point for all traffic to be stopped in an area where they have no return. LTO smarten up and get them all in the your check point. Money should never be involved in any check point. Fight Bribes and Corruption.

    Fines!

    :eek: Maybe I am the only one here, that has never been stopped at or seen these checkpoints outside of the city. I have seen a lot in the city but have never been involved. I have heard from others that a fine is inevitable for those without documents etc; we have read of late, that some have had to go home and get paperwork, leaving the vehicle their I presume? If money is not supposed to be involved at a check point, How will the fines be collected? when we know that an awful lot of cars/bikes and or whatever are just not legal. I can't see LTO/TMO or the Police just letting the driver pay at a later time, never to be seen again of course, I know of several that have had their vehicles confiscated until the fine is met. So what is the point of a checkpoint if not to fine those that transgress the law. I appreciate the need to stop corruption and hope that these new Deputies are with us, to provide a proper check point and issue a legal OR for fines paid. I for one, would not stop for the somewhat bogus looking checkpoints we have heard about. (No uniform just an I/D tag that can't be seen untill you have drawn level to a stop. I ask then, is this, the interpretation we can draw from larry's post?

    There was a check point outside our store in Banilad a couple of weeks back. Sure lots of people turn around or just sit and wait until its over but quite a number of bikes were impounded and later loaded up and taken to LTO. I havent been to LTO for while but last time there were lots of old bikes chained up outside. I just wish they would do some checkpoints at night and get some of the bikes without lights off the road. Nothing scarier than cruising along the highway at night, passing tricycle and realising that family of four are heading towards you with no lights.

    What at Night!

    :eek: Can we expect the LTO/TMO to venture out in darkness and get hit by one of these morons? I think not but you have hit it in on the head here, I will add though that over Xmas/New Year there were some foreigners also driving at high Speeds and No lights along the highway, I guess trying to get home unnoticed,:(

    How is your experience regarding the Papers the Police wants to see on a Check Point, I have been stopped only twice in 11 Years of driving Motorcycle here and on both occasions I only had to show my Drivers license and the OR from the latest renewal of the Registration.

    That is basicly what they are checking for.
    I am still waiting for my 2010 plate sticker from LTO. No stocks...

    Check points are TOTALLY about money. Whether the individual officers put it into their pockets or it goes into an LTO account. Doesn't matter. It's still only about money. Never really about safety: driving without lights, driving too fast, overloaded motorcycles, unsafe turns, entering busy highway without even looking, passing when there is no room to re-enter the lane ahead, texting and driving, and on and on and on. As long as there is no consequence/punishment for bad behavior it will persist.

    I did NOT have to pay anything both times!!! "Bebasguy" did you actual had to pay EVER on a Check Point when you had your Papers in order?
