    I always sit on the scooter if no other passenger is on it and won't ride inside (ever) or on an overloaded scooter\sidecar.
    I figure I pay for a seat and by golly, I get one, or I walk and I prefer walking most of the time anyway.
    I have a bad back and can't handle the jarring I get when riding inside of one of those shockless sidecars.

    No problem, the law which is now in force is easy to find, just google helmet laws for children/Philippines.
    You may have to add scooter or motorcycle, I can't remember just how I googled it, but it is somewhere out there.

    just 2 quick notes.

    1.) Like some recognized we have a moddi in training as support for our team, be patient with him/her.

    2.) I don't think anything happens. that article is over a year old and sounds like a promo-speech/statement of some officials in the province of Cavite, for the at that point "soon to come" 2010 election

    we highly recommend always to post the source when quoting from somewhere that avoids confusion and clarifies statements.

    :D Now thats the real thing here. This is a province, and its fun. You wont see it in big cities like cebu or manila.
