    The Philippine National Police in Negros Oriental is updating its list of missing persons, particularly young ones, whose disappearances have been reported in Dumaguete since last year.

    At least 11 people, 10 girls and one boy, aged between 15 and 17, have been reported missing in Dumaguete City since February 2010, Negros Oriental provincial police director, Senior Supt. Rey Lyndon Lawas, said.

    It has not yet been ascertained whether the young persons were victims of illegal recruitment, or had simply ran away from home, but Lawas said he has directed the police chief of Dumaguete to look into the status of the missing persons.

    Lawas said the community should help law enforcers in the fight against human trafficking, and cited a report from the Visayas Forum Inc. that Negros Oriental was among the top areas in the country where victims of the illegal trade originate.

    Meanwhile, police in the towns and cities of Negros Oriental have also been directed to increase visibility and patrols at schools because of widespread rumors that a couple in a black car believed to be about to “kidnap” children for the illegal body organ trade, Lawas said.

    In Siaton town, there are reports that a black sedan driven by a foreign national was spotted in the area. Lawas quelled the rumor and cautioned parents, teachers and students against reacting unnecessarily to it, or spreading it.

    The PNP Region 7 Office has ordered the deployment of police personnel and barangay tanods to school zones in response to the rumored child-abduction, and Lawas also called on the public to report any suspicious looking persons in their communities.*JFP

    Black car, foreigner! Wonder if there is any tie in with the sad Cebu kidnapping and murder. Not good.

    Sad that the reports always seem to refer to "foreigners"....

    Had reports in the local newspapers of foreigners trafficking in drugs.....prostitutes.... and destroying a local scenic wonder.... I went to investigate and found there was absolutely no truth to the allegations.... that if anything foreigners were trying to clean up the problems.... I issued a report to the newspaper....no correction was printed.....I issued another correction to the local authorities identifying the Filipino culprits.....nothing was done

    The high profile rape of a Filipina by a US Marine.....received headlines.....but the seven other reported rapes by Filipinos that week got no press.... and the estimated ten other rapes by Filipinos that went unreported that week.... got no attention either
    How terribly painful for the victims of these other crimes..... to not be considered important enough to get attention

    Had a young lady tell me her mother used to try to scare her by threatening to turn her over to the terrible foreigner....

    One can only wonder what Pinoys really think and feel about us

    There was small article in the crime section of Chronicle this week. 300 young people , 150 of them under 18 were stopped from leaving the port here in Dumaguete. They were supposedly bound to Tarlac to work in sugar cane and they came from various towns up the coast. Needless to say no one will be charged as usual. Would be a bit much to expect the police to investigate who the recruiter was or who was paying for the tickets.

    So, it's against the law to work in Tarlac? Seems they would need something a little more to go on. Maybe they should have let them, pass and catch who/what/where they were REALLY going. And how can they be expected to pursue a real case of there was one when they are concentrating all their efforts in finding a foreigner with a black car!??!

    so whats up with the Hysteria against foreigners and the potential for retaliation without discretion towards any foreign looking person even if they do drive a pink non-Cadillac?
