Mayor Manuel Sagarbarria said the construction of the P500 million proposed circumferential road project in Metro Dumaguete is already “in the bag.”

Sagarbarria was quoted as saying that by his planning officer Josephine Antonio after they presented the project before top officers of the National Development Company in Manila last week.

The proposed 15-kilometer circumferential road that will traverse the municipalities of Bacong, Sibulan and Dumaguete city has reportedly been approved by the NDC after it was approved by the Regional Development Council and the National Economic Development Authority, its funding mechanics are reportedly threshed out.

Sagarbarria said NDC representatives are coming to make a final presentation of the proposed project to Bacong and Sibulan which are expected to share in the burden of compensating owners of properties to be affected by the opening of the 20-meter wide circumferential road in their jurisdictions.

Dumaguete needs about P160 million to pay for the road-right-of-way, Bacong around P30 million and Sibulan P50 million plus, Sagabarria said.

For this the NDC will borrow $15 million US to be loaned out to the LGUs concerned.

If plans do not miscarry, the project is hoped to be in full swing in January 2012 and completed in 2013.

Sagarbarria said the circumferential or diversion road is definitely the solution to traffic congestion in the city, like in other big cities of the country. The plan was hatched in the previous administration of the late mayor and Gov. Tuting Perdices, of which Sagarbarria was a councilor.*JG

not sure in which bag.... 2008 the ""road-construction" actually started already. at that time it was quoted with just over 200 Million.

200 million is what it will cost to build the road, the extra 40 million is for everyone on the take in between.

you mean the extra 300 Million ... 240 is only the road-right-of-way

maybe 3 years ago the bag-carrier was not gentle and walked a different direction with the bags.

Would sure like to know the path the road will take, it is likely some of us members may be impacted. I assume they have an "Eminent Domain" law whereby if they need to take your property you don't get a vote, but they will pay a "fair price"!?!?

Part of it is already well constructed, which would give one a good idea of where it will go. The piece already blazed runs between Valencia road and Bujumpandan road.
