Is it for drinking water? Ornamental? For fish? Algae needs: Sunlight Phosphates Nitrates Eliminate these and you will not have algae

Then treating the water with chemicals is out of the question! I would start with making sure it is clean, as a layer of dust can give the algae a start. 2nd try and shade it as best you can. Is the source city water or well water?
It is a combination of rain water ( a system my landlord has set up ) and Gov water i know what you are saying with the chemicals but without it i know it will be a lot of hard work now it's got a hold. So i will probably start using bottle water for pets and boiling.Cheers Di
