Change is not always welcome. Some people do not want beach resorts, tourists and foreign investors. Being "poor" does not always mean a person is unhappy. These people seem proud of their heritage, hard work and way of life. If the community does not want the change it should not be forced on them IMO. There is a lot of coast line in the Philippines, what is it about this stretch of land that makes the government want it?
Some of the comments seem to clearly be from a few of the supporters of the government project. However, their short, less than thoughtful, arguments for the project are not good ones.

This is where you should start if you want foreign investment. Start with fixing your urbanized areas first. No sense in bringing the indigenous people into your unsustainable corrupt way of doing business.
- Allowing foreign investors to own 100% of their business. (or at the very least a majority/controlling share)
- Allowing foreign investors to own the land they are investing in.
- Enforcing the laws you already have on the books. (Contracts should be held up in court)
- Get the massive corruption in your country under control.
- Throw people in jail who bring up malicious/false lawsuits against business owners.
