You have to renew the ACR-I card every 5 years
And, do you annual reporting Jan - Feb every year.
But, residents with a valid ARC-I card is exempt from ARP, so the big fuss about that is only for those on tourist visa.

Just a heads up. I received my renewed permanent visa today. It took 3 weeks for the Manila BI to finish it after I submitted all the docs and send it to the Dumaguete BI office for my pickup. So the process to renew and receive the I-Card takes 3 plus weeks so no out of the country traveling during that period. I imagine you could hang around Manila and maybe receive it a little sooner.
Even though my visa says Section 13 Permanent, I still have to renew every 5 years. Hopefully, Dgte BI will have the process to do it here in 5 years, but doubtful. The BI office was a real zoo this morning at 10:30, standing room only.

I was walking by that place a little over a week ago and it looked like a bunch of government employee types that should be working in there were coming out. They closed the door behind them and left, still not open. What little I saw through the open door looked finished with desks and equipment.
