Aww... you first mistake was not remembering that all the native think foreigners are rich, and are responsible for the happiness of most of the natives.... there could be hundreds of stories told on justify that belief.

I too clean up in front of my house, but get discouraged as I see the local children drop all the candy wrappers etc from the local Sari-sari stores. Sometime whan my anger whelms up I just leave the crap outside my wall... that way no one knows that a foreigner live in my house.

I really am amazed because no matter how they live most Filipinos personally are very clean, of coarse there are exceptions. Conversely right outside their immaculate bamboo house with dirt floors will be found trash. Apparently the area of cleanness has a personal boundary.

I think we have all heard Filipino describe themselves as having a "Crab Mentality" and that is obviously a trait of you Barangay captain.... look out for his claws pinching your wallet:

A good way to get rid of trash would be fantastic; when we lived at the last apartment there was a barrel to put your trash and it would be collected...other folks along the way just dropped their garbage on the other side of the road (rice fields on one side and houses on the other).

As a kid growing up in the country (my HS years) we would burn our garbage...did not think much about it then but really do now. The only option (short of just throwing things on the side of the road) is to burn things; I don't feel great about it but limited options...cans and bottles can be recycled and have a guy that stops by to take them.

Changing the mindset of just tossing a wrapper or such in the street would be too much here...I can not tell the number of times I've gotten on the kids about just tossing things out, frustrating to say the least as they see everyone else doing the same thing. I put things in my pocket so I can toss them later, in the village or on the streets. It was how I was raised.

About an Hour ago, I had the Strangest and a most infuriating conversation with our Baringay Captain.
After a Weekend of parties and fiesta type Activities in my immediate area the Barangay road looked like a bomb site. 15 large Rubbish sacks full of waste paper and discarded drinks cartons and the usual Rubbish we find.
I paid some local Youths and kids to help clear things up a little. it cost me about 1000 peso, not a lot and was well worth the money for 3 hours work each for the kids. (I think about 8 in total) We gave them Snacks and cold drinks but to me that was just a Treat for them. We cleared about 50 metres either way from My gates Rubbish up and bagged. Weeds where they could were also removed. I Got a neighbor to use his pick-up to take it all to the burning area where the kids had a ball with the fire. One of the parents supervised the burning and kept the Scroungers off the bags.

Well on my way back to the House the Captain, stopped on his motor bike and asked what I thought I was doing,
I said I was clearing the road to make it presentable, Bad he said now everywhere else looks Bad as if no one else cares but you. that's the point I told him, No one else does.
OK so now he insults me and says it's OK for you, you have money to do it, yes and I have Done it and included 7 house fronts in the process and their children helped. so what do we do now? Easy, I said. get all the other Houses, to clear the front of their houses and it will all look Fine. Other than That, You pay for kids to do it out of your Allotment for the upkeep of the Road. YEP you Guessed it NO BUDGET!
WHEN? am I going to learn that no matter what we do To maintain what we have but always trying to help others while we are doing it, there is always going to be this totally negative attitude. Of Course, I said to him, So you would be happy if I had decided to do all the road, from the basketball court to the main Road.

The usual Shrug Shoulders and sick Smile answer came

Rant Over but will we ever win this sort of thing?

Litter is an endless problem, if there were more trash cans it could be a small help and way to encourage no litter. At the elementary schools you see kids sweeping the trash each morning, why not instruction on not to throw it on the ground and keep the school clean always? A trash can on the grounds would be an easy solution, Put a basketball hoop above it and bet the kids would use it all the time.
