It is interesting how much money was spent on the Pope's visit, primarily to make the Philippines appear better than reality.

Sometimes the people of the government can be very be cannibalistic toward each other. While it appears that someone from the PNP took it upon their own, to pocket 1,400 P per policeman/woman of their fellow PNP employees’ wages/reimbursement expenses from other PNP employees Department of Social Welfare and Development (DSWD) were playing their own games while the Pope visited the Philippines. Both of these minor scandals will go unresolved years from now until the next elections, and then documents will go missing until most people involved will die of natural causes before this is resolved or they receive their correct pay or there is any justice…. And no one will notice this scandal buried under all the other daily scandals.

There was no such thing going on with private enterprise payments. Money is appropriately paid for maybe questionable programs, because the businesses seem to play fair and demand justice. Several buses full of street children and their families arrived at the Chateau Royale Resort in Nasugbu, Batangas. The Resort took on over 500 guests on behalf of the Department of Social Welfare and Development (DSWD) and got paid for their facilities. . The “undesirables “were taken from the streets while the Pope visited the City. Of course this is something the government was trying to cover up, so no payment headaches occurred or additional publicity was created.

The DSWF paid for the stay of around 500 persons from Baclaran, Manila, and Parañaque who were booked at the resort for 6 days. The rooms usually went for more than P 6,000 per night, but the DSWD got them for about P4, 000 each (still a cost of P 24,000 per room rented. The children were taken from places usually notorious for having beggars, vendors, and watch-your-car children. A report written by Charlie Campbell — Pope Francis and the Mystery of Manilas Vanishing Street Children — indicated that the resort stay was organized through the DSWD's Modified Conditional Cash Transfer program by DSWD Secretary Dinky Soliman, who was saying that it was done so that the said families would "not be vulnerable to the influx of people coming to witness the Pope." The report also added that she "expressed fears that the destitute could be seen as not having a positive influence in the crowd" and "could be used by people who do not have good intentions" (personally I do not believe the Pope would have had bad intentions toward the street people). ABS-CBN News tried getting the side of DSWD Secretary Dinky Soliman but she hasn't replied to either calls or text messages. Most likely DSWD Secretary Dinky Soliman will retire with a fine pension (that may never get paid) before anyone will ever publicly admit what really was going on.

The same Filipino pride concept that politicians used to sweep the streets clean of “undesirable” looking people and refusing to comment on it, was used to booster the courage of someone connected to the PNP to pocket the wages of fellow PNP employees, as they hope that this scandal will just disappear also. It is definitely more fun in the Philippines for sure, particularly if you can get your hands on the funding mechanisms of government.

I am not sure why the Filipino Politicians are worried about foreigners hurting or embarrassing their country when they seem to be doing such a good job of hurting and embarrassing their own country by themselves.

What's the world coming to. Can you believe some would actually steal from the PNP.
