It really would be a hassle to issue and receive receipts for every thing over 25 pesos. Remember that everything here is done the old fashioned way. Before I moved to the Philippines I hadn't seen carbon paper for about a decade. Now I know where the developed world sent all of their useless carbon paper. Even the more modernized businesses in the Philippines still hand writes their receipts (even the BIR does). Could you imagine how much longer you would have to wait in line if this law was heavily enforced. It's bad enough as it is. Imagine going on vacation to the Philippines and half of your vacation time was spent waiting in lines just because you had to be issued a receipt.
