    I walk the boulevard ocean walkway 4 or 5 times a week and noticed a lot of improvements and it seems to be rather free of trash. That, along with the new construction should eventually shape up the place nicely.

    Yes Dustin spot on, how do they count them tourists could come in via bacolod or cebu and never be counted unless they have to make a trip to BI . Or it could be from hotel and resort bookings.
