MANILA - At least 120 Special Action Force (SAF) commandos refused to help their own comrades during the clash with armed groups in Mamasapano, Maguindanao last January 25, Sen. Antonio Trillanes IV said Friday.
Trillanes said this information was not included in the draft Senate committee report on the Mamasapano incident, which has been signed by 20 senators.
The report earlier said President Aquino is ultimately responsible for the outcome of the Mamasapano mission but noted it was the Moro Islamic Liberation Front (MILF), Bangsamoro Islamic Freedom Fighters and other armed groups that killed the 44 SAF troopers.

I don't know who to believe in the article but I suspect there is enough screw ups to go all the way around. I think the last person to blame is the president though....and certainly no commander should be pointing the finger at him. That would land your @ss in jail if you were an officer in the US.
The Philippines would be in a sad state if they ever did manage to get into a real war.
