What is a 13(a) Quota Visa)- a permanent resident visa wherein the conditions provided on this act allow only 50 applicants whose countries accepts filipinos as immigrants on reciprocal basis to obtain the immigrant Quota Visa annualy. It is also a visa where you can do business in the Philippines.
    Additional info:

American Quota Slot- 10 slot available only at present
    Japanese Quota Slot-closed
    British- still open
    Australia- still open
Dominican Republic- not allowed effective 2009 because of their economic and polictical crisis
    Pakistan- not allowed
    Turkey- only female allowed
other nationalities with Philippine reprocity slot is still available.

Why is a 13(a) Quota Visa a hassle-free visa- you dont need to deposit a sum of money to an Accredited bank, (provided that you use your money in investment) you can widthdraw your money everytime you want( if you want to use it in business, pleasure etc.) or you posses a qualification that will enhance or benefit the PI

It is a Permanent Residence Visa- you dont need to extend your visa every month. You will need only to pay your annual report of 310 pesos every year in all satellite office of BI near your place.

You can have your children as dependent to your visa.

    It is a Lifetime Visa.

The Difference of 13(a) Quota Visa with other Visa

Some visa needs you to put a large amount of money in the bank and you cannot widthraw it as long as your in the program, hence if you withdraw you are no longer a holder of permanent residence visa. You can widthdraw but you need to invest it in a business what if your business closed because of economic instability of this country.. you will lose your visa and go back again to tourist.

The other visa which allows you to hire a (10) ten Filipinos to your business and you can apply permanent. You need to pay their SSS, Philhealth, Medicare etc. What if you dont meet a qualification of a good employer?then the Filipino filed a complaint in Department of Labor and Employment and in National Labor Compensation Commission...... you will lose again the visa.

Here now, think it first and arrive to a conclusion, what is best for you?

I fully agree with Shadow that this is not the way to'advise' people.
The above statement is also at least not correct.
But the one advise which is OK is:
Here now, think it first and arrive to a conclusion, what is best for you? and read as much as possible and ask as much as possible to people who know exactly what is what

It is up to date and pretty clear.

A 13 visa is a quota visa, that of which you speak. (Notice, there is no "A" after 13)

A 13A visa is a resident NON QUOTA visa available for those married to a Filipino.

A 13A TEMPORARY is a resident NON QUOTA visa issued to those who apply for 13A status from within the Philippines, which is converted to a PERMANENT 13A NON QUOTA visa after one year.

If you would go to the link I provided you the first time, you may have been able to see this. Once again, the facts are here:

The Bureau of Immigration, Philippines Official Website - IMMIGRANTS

    And maybe this link will help you to understand;

Philippines Immigrant Visa - Quota (13)

Once again, you should figure out the FACTS before you post incorrect info and confuse people.
