    Got my 13A in the UK and the procedure was similar to nipjaps only did mine in Manila. Same as nipjap the 13A was a 1 year probationary that needs to be converted to permanent after the first year. ACR card issued a month or so later is a 5 year one. (By the way, the Manila BOI posted the ACR card to Dumaguete for collection )

    That is something they deal with but you should get one each time you extend

    I was informed by the BOI, my ACR-1 card was not a temp, but a 5 year renewable card. Perhaps the regulation is different for immigrants who obtain their 13a visa outside of the philippines.
