    Answering the question.

    If you want to find an SEO expert in Dumaguete, then your best bet is to get on an online marketplace such as "Upwork" (a service which was created as a result of a merge between Elance and Odesk) and look for someone local. If you can't find someone in Dumaguete, then widen your search and see if that person would be willing to come to Dumaguete to work with you (or you go there.)

    You could also look for local web development shops and ask if they offer the service. I don't know of any off-hand, but you can do a search.

    Another option would be to do a Facebook search.

    As I mentioned before, I would look for someone who could work remotely.

    If you want something which is really effective, then figure out what you are trying to accomplish, how much return you might be able to expect from that investment and build a budget based on that rough figure. If you can't do this, then you probably need to go back to the drawing board or figure this stuff out yourself until you have a better idea.

    If the budget isn't large enough to sustain professional fees of someone living among a sampling of world metro areas and a lifestyle such person might expect (do the math) then you probably need to figure this stuff out yourself until you get to that level. In other words, are you looking for someone who does this as a profession, possibly works out of an office and has been able to build a life from this? Or you are looking for someone living with mom and dad, can't pay his internet connection and badgers you to send money at every turn because he has nothing to eat? Your wallet may gravitate to one, but your sense of professionalism will gravitate to the other.

    As an example for setting a budget, if you know that for every X visitors, you sell approximately X widgets for X price, then you might have an idea of how much increased traffic might be worth to you. If you are making your money from advertising, then you need big traffic to justify hiring anyone for contract work.

    If you are looking for the basics, just spend some time on online tutorials and don't sweat it too much. Search engines are in many ways friendlier than they were (but SEO as a profession is more complex and high rankings for certain terms are way harder.) Work your way up as you need it.

    Finally, just experiment. Try different things. Engage with people. Make your stuff interesting. People will find you.

    Yeah, good luck. There isn't a lot of "web" talent here since nobody cares about the web in Dumaguete. Here it's all FB, SMS and messaging apps as more people are able to afford smart phones.
